Workers’ union prepared to challenge city in court over proposed “bubble zone” bylaw

Before Toronto City Council this week is a proposed bylaw that would prohibit protests around places of worship, schools and childcare centres— a debate that’s expected to get dicey. 

While some argue the bill is unconstitutional, others find its language weak, undermining its initial purpose— to keep access areas safe for those entering them. Critics specifically take aim at the proposed legislation’s request-based approach, under which a ban can only be enforced at the city’s discretion and upon request.

But the union representing Toronto’s bylaw officers, CUPE Local 79, are more focused on whether these workers are actually equipped to take on the massive undertaking of policing protests. The union says if the bylaw passes— it’s their safety in jeopardy. The union’s President Nas Yadollahi says they won’t hesitate to take legal action.
